Administration

The County Administrator's Office is responsible for the day-to-day operations of the county government. Activities include:

  • Financial management and budgeting
  • Payroll and human resources
  • General management
  • Solid waste management
  • Supervision of county departments

County Administrator Kevin E. Gentry is the Chief Administrative Officer of the county and serves at the pleasure of the elected Board of Supervisors.  

AnnMarie Seay Ricardi joined the Middlesex County team as Assistant County Administrator in 2021.  With degrees from Michigan State University (BA) and University of Tennessee (MBA), Ann Marie has been certified as a  Certified Public Finance Officer and Certified Government Finance Officer (Florida).  AnnMarie is on the Finance and Elections Steering Committee with VACo. She acts as  Secretary/Treasurer for the Middlesex Broadband Authority and for VPPSA.. 

Shanae Hammond is the Executive Assistant and Deputy Clerk. Shanae prepares BOS agendas and minutes and assists with other administration functions, including insurance, and purchasing.

Devera Phillips is the County's Accounting Technician. Devera takes care of the County's accounts payable, payroll and other general accounting duties, including airport billing. 

Sara Murray, Administrative Assistant handles the Middlesex library's accounts payable and payroll, handles general revenue reporting and assists with other administrative functions such as procurement, GovDeals, and preparing for  BOS meetings.  Sara is frequently assigned special projects.   

ADA Coordinator:  ADA regulations require public entities with 50 or more employees to designate at least one employee to coordinate its ADA compliance. 28 C.F.R. § 35.107(a).
